Bay Area Community Health - Irvington Clinic Renovation (Member Financial Disclosure Certification and Federal Nexus Statement) ($3,000,000)
- This funding will be used for renovating the second floor of Bay Area Community Healthcare's Irvington Clinic in Fremont to medical and behavioral health services, including mental health counseling. The project will convert underutilized space into counseling rooms, psychiatric treatment areas, and integrated care spaces for mental health services. This project is an appropriate usage of taxpayer funds because it will increase access to timely, culturally responsive behavioral health care for low-income and vulnerable populations, while strengthening the community healthcare safety net and improve mental health outcomes in Alameda County.

City of Cupertino - Finch Property Acquisition to Conserve Open Space for Public Use (Member Financial Disclosure Certification and Federal Nexus Statement) ($5,000,000)
- This funding will be used to support the acquisition of real property at 10480 Finch Avenue (Finch Property) to conserve open space and provide for recreation opportunities on public park land. The property is an approximately 1.5-acre vacant, undeveloped, blighted parcel located adjacent to Sedgwick Elementary School in the eastern portion of the City within the Rancho Rinconada neighborhood. The project follows the guidance of urban development by supporting the priorities identified in the City's Parks and Recreation System Master Plan. The project is an appropriate use of taxpayer funds because acquisition of the property would allow the City to convert the site into publicly accessible open space and community gathering space in an area of the city that is currently underserved by such opportunities.

City of Fremont - Hetch-Hetchy Trail Gap Closure Across Scott Creek Road (Member Financial Disclosure Certification and Federal Nexus Statement) ($3,000,000)
- This funding would be used to extend the existing Hetch Hetchy Trail in Milpitas into the planned trail and parks system in south Fremont. The proposed project will close a gap in the regional trail system and provide trail improvements and park amenities within the utility corridor. The project will also provide traffic safety improvements at the intersection of Scott Creek Road and Zinfandel Street that will offer a safe trail crossing connecting the trail system across a high-speed arterial street. This project is an appropriate use of taxpayer funds because the Scott Creek Road corridor, which has a history of severe injury collisions due to excessive speeding.

City of Fremont - Quiet Zone Corridor Project at Walnut to Dixon Landing Road (Member Financial Disclosure Certification and Federal Nexus Statement) ($4,000,000)
- This funding would be used to install safety improvements in a corridor with five at-grade railroad crossings to override the current federal requirement for railroad horn blasts when trains approach a street crossing. The project is being implemented in coordination with the City of Milpitas, Union Pacific Railroad (UPRR), the California Public Utilities Commission (CPUC), and the Federal Railroad Administration (FRA). The crossings included in the quiet zone corridor project include: Walnut Avenue, Stevenson Boulevard (existing Quiet Zone), Gomes Trail, Warren Avenue (private driveway), and Dixon Landing Road. This project is an appropriate use of taxpayer funds because the project will provide safety upgrades at crossings while reducing noise exposure consistent with federally authorized programs.

City of Milpitas - Milpitas Calaveras Widening Project (Member Financial Disclosure Certification and Federal Nexus Statement) ($3,100,000)
- The funding would be used to enhance mobility and accessibility for a major thoroughfare, thus improving local air quality and neighborhood safety by reducing the "cut-through" traffic on residential streets. The project is designed to eliminate a localized bottleneck rather than increase overall capacity and therefore does not increase Vehicle Miles Traveled (VMT). Modernizing this infrastructure is essential to maintaining a functional, efficient transportation network that can support the growth of Milpitas and the region while protecting the quality of life for its residents. The City is requesting $3.1 million to fill a funding gap to reach 65% of the design cost of the project. This project is an appropriate use of taxpayer funds because it improves roadway infrastructure and safety consistent with federally authorized programs.

City of Milpitas - Milpitas Community Center Roof Renovation Project (Member Financial Disclosure Certification and Federal Nexus Statement) ($4,000,000)
- This funding will be used for the planning and design of a comprehensive roof replacement and facility modernization at the Barbara Lee Community Center, addressing infrastructure that has exceeded its functional service life. The project includes securing a consultant to develop design plans for roof replacement, integrated mechanical unit upgrades, electrical and structural improvements, and a kitchen remodel. These upgrades are necessary to ensure the continued operation of a critical community facility that provides essential programs, services, and gathering space for residents. The project is an appropriate use of taxpayer funds because it modernizes critical public infrastructure, ensures the continued delivery of community services, and maintains a safe and functional public facility consistent with federally authorized programs.

City of Milpitas - Milpitas Main Street Revitalization (Member Financial Disclosure Certification and Federal Nexus Statement) ($1,900,000)
- This funding will be used to revitalize Milpitas's main street in order to better meet the needs of its residents. The revitalization is a part of the Milpitas Gateway-Main Street Specific Plan that will shape the continued transformation of an auto-oriented area to a vibrant, mixed-use and more pedestrian-oriented community that includes housing, retail, entertainment, commercial and park spaces, and a safe pedestrian and bicycle network. This project provides vital public space elements to draw visitors, improve an important corridor, enhance pedestrian safety and create a thriving community gathering space. The funds will be used for the design and implementation of new tree grates, historic wayfinding signage, new lighting (replacement of lights), and other fixtures. This project is an appropriate use of taxpayer funds because it improves roadway infrastructure and safety consistent with federally authorized programs.

City of Newark, California - Thornton Avenue Affordable Housing (Member Financial Disclosure Certification and Federal Nexus Statement) ($2,000,000)
- This funding will be used for housing construction to improve housing affordability in the local community. Thornton Avenue Apartments (59 units) will be the first affordable housing community for families in the City of Newark, located in southern Alameda County. Over half of all units will be two- and three-bedroom homes. Presently, there are only 42 deed-restricted two bedroom homes available to low-income households in Newark and zero three-bedroom homes. Additionally, the Project will redevelop vacant surplus City land and restore a key section of a principal commercial corridor to economic vitality. The project is an appropriate use of taxpayer funds because the project advances several City, state and federal policy objectives, providing much-needed affordable housing and restoring a key commercial corridor.

City of Newark, California - School Safety Improvement Project (Member Financial Disclosure Certification and Federal Nexus Statement) ($1,000,000)
- This funding will be used for the installation of pedestrian rapid flashing beacons and other targeted safety improvements at high-priority crossings identified through a community informed School Safety Assessment process, including crossings and corridors serving students attending Coyote Hills Elementary School and John F. Kennedy Elementary School. These enhancements will address speeding, unsafe driver yielding behavior, and visibility challenges, improving daily safety for students and families traveling to and from school. The project will support walking and biking, strengthen safe routes to school, and advance access to transportation infrastructure in the surrounding community. The project is an appropriate use of taxpayer funds because it improves roadway safety, enhances pedestrian infrastructure, and supports safe access to schools consistent with federally authorized programs.

City of San Jose - Agnews Community Revitalization Project (Member Financial Disclosure Certification and Federal Nexus Statement) ($3,000,000)
- This funding will be used for site preparation and environmental remediation of approximately 21.6 acres at the former Agnews Developmental Care Center to enable future development of community-serving open space. The project includes building demolition, removal of demolition stockpiles, soil characterization, and environmental review to address safety hazards and environmental concerns on the site. These efforts will eliminate blight, remove potential toxins, and repurpose underutilized land into a future recreational asset for the surrounding community. By advancing early-stage site readiness, the project positions the site for future capital investment while supporting community health, environmental quality, and neighborhood revitalization. The project is an appropriate use of taxpayer funds because it removes blight and environmental hazards, prepares land for public use, and supports long-term community development consistent with federally authorized programs.

City of San Jose - Affordable Housing Mobile Home Repairs for Seniors (Member Financial Disclosure Certification and Federal Nexus Statement) ($2,000,000)
- This funding will be used for critical repairs and upgrades to existing mobile homes in San Jose, improving habitability and preserving a significant source of naturally occurring affordable housing. Investments will include ADA modifications to enhance accessibility, as well as energy efficiency improvements such as upgraded insulation and energy-efficient appliances. With San Jose containing the highest concentration of mobile home parks in California including 11 parks and 2,763 units within the district this project targets essential rehabilitation needs for vulnerable housing stock. Funds will be allocated for assessments, materials, and supplies. These improvements will help maintain safe, accessible, and energy-efficient housing for residents while extending the useful life of existing units. The project is an appropriate use of taxpayer funds because it preserves and rehabilitates affordable housing, improves living conditions, and enhances energy efficiency consistent with federally authorized community development programs.

City of Santa Clara - Walsh Avenue and Martin Avenue Bikeway Improvements Project (Member Financial Disclosure Certification and Federal Nexus Statement) ($2,000,000)
- This funding will be used to design and construct bikeway improvements on Walsh Avenue and Martin Avenue based on the City's 2024 Walsh/Martin Avenue Bikeway Planning Study. The project will implement Class IV separated bikeway facilities to improve bicyclist safety, increase bicycle ridership, and improve connectivity to job centers, transit, and trails. This project is an appropriate use of taxpayer funds because these two roadways currently lack bicycle facilities and cyclists must navigate next to high-speed vehicles and trucks and are exposed to high risks.

City of Santa Clara - Santa Clara Pedestrian Safety and Access Improvement Project (Member Financial Disclosure Certification and Federal Nexus Statement) ($3,000,000)
- This funding will be used for the design and construction of high-priority infrastructure improvements identified through data analysis and community outreach in the City's Pedestrian Master Plan and Americans with Disabilities Act (ADA) Self-Evaluation and Transition Plan. The improvements identified in the Pedestrian Master Plan are located within nine Priority Pedestrian Zones across the city. The project will focus on the Downtown / University Area Pedestrian Zone and prioritize the installation of ADA curb ramps, Accessible Pedestrian Signals, sidewalk, curb extensions, high-visibility crosswalks, and enhancements at uncontrolled crosswalks. This project is an appropriate usage of taxpayer funds because it will create a comprehensive network of safe, convenient, and comfortable pedestrian routes for people of all ages and abilities.

City of Santa Clara - Santa Clara Vision Zero Safety Corridor Improvements Project (Member Financial Disclosure Certification and Federal Nexus Statement) ($2,200,000)
- This funding will be used to implement engineering safety countermeasures along the City of Santa Clara's identified High-Injury Network (HIN) in the Vision Zero Action Plan. The HIN identifies the roadways and intersections that experienced highest number of fatal and severe injury collisions. By focusing on these high-risk corridors and intersections, Santa Clara can make the biggest impact in reducing severe injuries and fatalities. This project is an appropriate use of taxpayer funds because the project will design and construct Vision Zero traffic safety improvements such as signal modifications, curb extensions, intersection treatments, ADA curb ramps, and accessible pedestrian signals at the High-Injury Network roadways and intersections identified in the Santa Clara Vision Zero Action Plan.

City of Sunnyvale - Sunnyvale Recycled Water Distribution System (Member Financial Disclosure Certification and Federal Nexus Statement) ($2,200,000)
- This funding will be used to expand Sunnyvale's recycled water distribution system to increase drought resilience and reduce potable water demand. The City currently operates approximately 22 miles of recycled water pipelines, and this project implements priority improvements identified in the updated Recycled Water Master Plan. Work will install approximately 1,400 linear feet of new 8-inch recycled water pipeline and 970 linear feet of 6-inch recycled water pipeline at Moffett Park Drive and Borregas Avenue to connect existing dead-end lines and form a looped segment that improves reliability and operational flexibility. The project is an appropriate use of taxpayer funds because, consistent with federal law, the project supports critical water supply reliability needs by expanding a locally controlled supply that offsets potable demand.

City of Sunnyvale - Iris Avenue Safe Routes to Schools and Parks (Member Financial Disclosure Certification and Federal Nexus Statement) ($2,100,000)
- This funding will be used to improve pedestrian and bicyclist safety at Iris Avenue near Gail Avenue and Ponderosa Avenue, a key corridor connecting Fair Oaks Avenue and Wolfe Road and serving Braly and Ponderosa Elementary Schools and two neighborhood parks. The project will install corner bulb-outs, ADA-compliant curb ramps, and related crossing improvements to improve visibility, shorten crossing distances, and reduce vehicle speeds near school and park entrances. The project will also add stormwater landscape improvements to treat runoff, enhance streetscape conditions, and help keep sidewalks and crossings clear and safer during rainy weather. These improvements were identified as high-priority needs in the City's Active Transportation Plan. This project is an appropriate use of taxpayer funds because these improvements will enhance pedestrian and bicyclist safety near school and park entrances.

County of Santa Clara - County of Santa Clara Neighborhoods Safety Hazards Mitigation and Abatement (Member Financial Disclosure Certification and Federal Nexus Statement) ($1,000,000)
- This funding will be used for providing financial assistance to eligible property owners in identified Very High, High, or Moderate fire severity zones. Eligible property owners include individuals with disabilities, low-income, or elderly. This project is an appropriate usage of taxpayer funds because it will mitigate fire hazards within the community and provide relief to property owners to address fire hazards on their property, such as blight, vegetative growth, combustible debris, and other hazardous materials.

County of Santa Clara - Homestead Road Safe Routes to Schools (Member Financial Disclosure Certification and Federal Nexus Statement) ($3,000,000)
- The funding would be used for the design and construction of pedestrian and bicycle safety improvements along a 1.5-mile corridor of Homestead Road, including sidewalk gap closures, ADA-compliant curb ramps, high-visibility crosswalks, protected bikeways, intersection
- reconfigurations, traffic signal upgrades, and other safety enhancements to support safe routes to nearby schools. The project will improve safety conditions for students traveling to West Valley Elementary School, Cupertino Middle School, and Homestead High School, serving nearly 4,000 students in the surrounding area. The project is an appropriate use of taxpayer funds because it improves roadway safety, enhances pedestrian and bicycle infrastructure, reduces traffic-related collisions, and promotes safe, equitable access to schools consistent with federally authorized transportation programs.

Santa Clara Unified School District (SCUSD) - Townsend Field ADA Access and Public Improvements Project (Member Financial Disclosure Certification and Federal Nexus Statement) ($800,000)
- This funding will be used for the reconstruction and improvement of Townsend Field (a shared-use recreation facility) at Buchser Middle School in Santa Clara, enhancing accessibility, safety, and shared community use. The project includes ADA-accessible upgrades such as an accessible track, bleachers, and restroom facilities, as well as installation of energy-efficient LED stadium lighting serving multiple athletic facilities (Townsend Field, the Elmer Johnson softball field, and joint-use tennis courts shared with the City of Santa Clara). Additionally, the project will construct a lighted pedestrian pathway to improve neighborhood connectivity while maintaining campus security. The new construction will also include a wider natural grass sports field. As a heavily used shared facility for students, youth sports, and community members, these improvements will expand equitable access to recreation and strengthen local community infrastructure. The project is an appropriate use of taxpayer funds because it improves public recreational facilities, enhances accessibility, and supports safe, energy-efficient community infrastructure consistent with federally authorized programs.

Santa Clara Valley Water District - Valley Water - Pure Water Silicon Valley Demonstration Facility (Member Financial Disclosure Certification and Federal Nexus Statement) ($10,000,000)
- This funding will be used in a joint effort between Valley Water and the Cities of San Jose and Santa Clara as the first phase of a full-scale facility to provide purified water for direct potable reuse (DPR) in Santa Clara County, the heart of Silicon Valley. Extreme weather has placed enormous strain on existing water supplies across California, including water exported from the Sacramento-San Joaquin River Delta and groundwater contamination that places more reliance on surface water. Santa Clara County faces additional water supply challenges driven by economic pressures, including housing development and a rapid increase in water- and energy-intensive data centers. Demonstrating the feasibility of this DPR facility is a critical first step in the effort to developing a long-term, diverse, locally controlled, and reliable water supply. This project is an appropriate usage of taxpayer funds because it is being used to develop a water treatment facility consistent with federally authorized programs.
